    They supply an Arcmap .mxd to use with the GDBs, though the links are broken. It is faster to use ArcCatalog "select > r-click > set data sources" instead of opening the .mxd and repairing from there as the docs suggest. Unfortunately this doesn't fix the Event layers which must be repaired one by one. Also unfortunate is that the networks in the gdb's prevent merging the geodatabases together. It looks like I might be better off sticking to downloading and merging the gml files with ogr2ogr, rebuilding the network later in arcgis. Time will tell, I'm not eager to download yet another 12gb until I've worked the process out. :)
